Cia to 3DS

I want to use Citra on my new gaming laptop and I need to decrypt Cia to 3DS for to use with Citra.
how do you do that?
I don't have any pyshical games, only games on 3DS.

First, you can also install cia file on Citra by clicking on the menu option "File > Install CIA..." and selecting your cia, so there is no need to convert a cia file to a 3ds file.

In case you need to dump the game on your 3ds to a cia file, you can do the following:

• Boot the 3DS while holding START to launch Godmode9
• Navigate to "[1:] SYSNAND CTRNAND" (or "[A:] SYSNAND SD", try both) and press R+A
• Select "Search for titles"
• Press A to continue
• Press A on the file of your game
• Select "TMD file options..."
• Select "Build CIA (standard)"
• Press A to continue
• Press START to reboot
• Your .cia file will be in the "/gm9/out" folder on the SD card

In case you already have a cia file, but Citra cannot install it, because you need to decrypt it (which still gives a cia file, not a 3ds file), you can do the following:

• Boot the 3DS while holding START to launch Godmode9
• Navigate to the folder where your enrypted cia file is
• Navigate to the encrypted cia file and press A
• Select "CIA image options..."
• Select "Decrypt file (...)"
• Select "Decrypt inplace"
• Press A to continue
• Press START to reboot
• The .cia file on your SD card is now decrypted
