Hacking CIA game and CIA update

I'm using rxtools CFW with emunand 10.3.0-28U. I install SSB cia, played it offline, then installed the latest update 1.1.2 cia. I assume that by installing the update cia, that the game will be updated, but that does not seem to be the case, as the game continues to ask me to update before I can play online. I can see the update listed in the System Settings->Data Management->3DS->Downloadable Content. Is there another step I need to take before the update is applied? Thanks.

Are the Game CIA and Update CIA from the same region?

Ahh! That may be the issue. The game cia is region-free. The update may be something else. So assuming that both are from the same region, it should work without any additional step right?

Pretty much yeah. No additional steps
Region Free CIAs still have a region, just they can be played on any region firmware. So if it's USA Region Free, you'll need USA Update cia
