I did these cheats when a mod came out with the Spanish translation, but I think they will work fine in the original version.
The item cheat only works for items that have a quantity of 2 or more.
If you have 1 item and use it, it will be spent. But if you have 2 or more, the amount does not decrease.

so this is not completely possible, i have found a way to add skills, but there are skills from items, Class-based skills are not cross-compatible, for example (and this are not the actual ids), sniper's dual shot(0x7) cant be used as a lord, the skill id for sniper's skills (dual shot-0x7) is replaced with the lord's skill (lean edge-0x7) of the same id number. Plus you can only equip, i think, 8 skills to 1 character.
