Cheat code implementation on GBA games?

I'd like to know, is there any way to implement cheat codes onto GBA games on a homebrewed 3DS?

Yes, but I was wondering if there was a way to implement cheats without having to transfer roms back and forth between my computer and my 3DS

For example, you can use cheat codes for NDS roms in Twilight menu, and in other GBA emulators I've used, you can put in cheat codes from things like Action Replay and Gameshark. I was wondering if the 3DS could do something similar.

I've heard of something called NitroHax for NDS, but I don't know how it works, as I do not use it.

Add cheats into the PC version of mGBA then export them to a cheat file. Rename the file to the same name as the ROM and then put the .cheats file into the same directory as the ROM on the 3DS. I also put the cheats file into the 3DS's mGBA folder under a new subfolder called cheats but I'm not sure if that part is needed.
