I have not used my new 3DS for a few years but now want to get into the cfw scene, the ofw on my 3DS is version 11.4.0-37E, do I need to update to the latest ofw before I try to instal and run Luma and all the other cfw applications?

Just don't update, turn off automatic updates and wait until the Luma3DS team sends out the ok to update. In most cases it only takes them a few minutes to maybe a few hours to fix any OFW updates that break it.
