Is there program like CEMU, so can I test my Wii-U's .elf file?

I'm lazy to turn on my Wii-U and re-use things if it's frozen and it gets annoying.

You can't test homebrew .elf's and .rpx on emulators as far as i know.
Just launch your Wii U and run Haxchi and test your homebrew. [My Wii U boots in 10-15s when Mocha CFW wasn't run previously]
