Can't play game because it needs an update

I recently got hold of a Japanese copy of Doubutsu no Mori (Animal Crossing), I'd been told that the 3DS wasn't region locked, which turns out isn't true. After a bit of Googling I discovered Luma, so I installed Luma, FBI etc, and the Locale Switcher to set the game to use a Japanese locale. The game now appears when I insert the cartridge, but it says "This software requires an update to the latest version to proceed". If I try the update, it says the update data download was successful and can check the data in the Add-on Content Managment. Nothing appears in the Add-on content and the game still says it requires an update.

Is there a way to get it to ignore this update check, get it to download the update, or to get the update file manually or am I SOL?

That is very unusual. The fundamental limitation of the 3DS is that you can only use it to connect to your region's version of the eShop, which will not allow you to download out-of-region updates. Thus, I don't know why running the Japanese version of Animal Crossing on a U-region 3DS would successfully download the Japanese update.

You can find a lot of things on the Internet, yes.
