Hacking Cant open wood r4 start menu

Well title says it all. I cant seem to open the start menu to access the settings. Tried pressing start and nothing happened.

Plug your card into your computer, go into the _rpg folder and open the globalsettings.ini. In there there should be an option that says "safe_mode=1" (or something like that) just change it to 0 and save. Your start menu should work again

where am i supposed to save the notepad file once i save?

when i try to save, i cant continue because i dont know where to save the file

Is there a way to do it on 3ds? I got my preloaded with roms since i have a Chromebook And Not Windows, am i cooked?
