I have an Acekard 2.1 and was wondering if I could play Pokemon Platinum with a friend that has an official cart.

Roms can do anything the official cards can. That includes linking up for multiplayer games, transferring data between GBA games and DS games like in Pokemon, even game sharing like Mario Party. As far as I know there is no difference between a rom and an official card. Although feel free to correct me if I'm wrong.

i try and use download play on my mario kart game but it wont work

This is correct but some things can gte limited by the flashcard for example, some carts can't link up to the wii, but that is the only thing that some can't do.

Yeah, I've traded between my ROM of Platinum and my real Platinum. Used it to clone my shiny Charmander from Fire Red.
