Yes, use Decrypt9WIP using Luma3DS and in GameCart Dumper, select Dump cart to CIA.
i don't know if with DS carts works too.
Thats what I was asking I have been able to dump 3ds carts to cia just fine. But the regular DS carts I can only seem to decrypt and uncart but not directly to cia. I was wondering if there was a way to take the ds files and somehow convert them to cia using a different method.

One time i watched a thread can install DS-cartridges in Sysnand, but you'll need any flashcard, it's like a access direct to the game :/
But... can't install DS games in Cia, i don't know if someday can.

You are able to dump the the game to a .nds rom. From there you are able to put it on perhaps a Flashcart and run them from there. The closest thing we have t DS CIA is forwarders and even then it requires the game to be inserted to work.

Fuck me for thinking there were 2DS exclusive games. Thought they did something like the DSi.
I honestly can't think of anything that could possibly be exclusive to the 2DS since it's just an O3DS without the 3D.

OP, "CIA" is a recursive acronym for "CTR installable archive". "CTR" is the codename for the 3DS. So, in short, no, you can't convert NTR titles to CIAs.

If the OP is asking what I think he is asking, the answer is no you cannot just convert DS/DSi dumps into CIA to be run directly on your 3DS/2DS system but if you are referring to cart dumps then from what I remembered during the NDS era there were third-party flashcarts and even dedicated dumping devices that allows you to insert DS or DSi carts into the device which allows it to read and extract data from the cart it's self. These are pretty much what dumpers used in those days to dump ROM from physical game carts.

It was already asked, but going technical, you can install twl (dsiware) games as cia, but nds roms are hardcoded to read from cartridge, so it's impossible to install them. That's why twloader exists, patches the firm to make games read from SD instead of cartridge.
