Hardware buying a new O3DS

if i get a O3DS brand new from a store (i am in UK if thats any different), what FW will it be on, and whats the highest FW i can goto (i know 9.2 for CFW) i mean to downgrade from.

I have a O3DS on 10.1 with Sky3DS i dont want to have to buy another updated cart that can bypass this new security thing (i dont know much about it) may aswell get and <=9.2 3DS

I think that o3ds comes with 9.2 fw :)
