but that is for september is that guaranteed that version 9.2 for europe?
If it's factory sealed, yes. But there is a chance it's refurbished and they placed it back in a box to make it appear new... It depends where you buy it from but since you're buying in Europe, I don't know how shady stores can be...
Also it doesn't matter about the date of the website since you'd expect newer models to be on a higher firmware. From that list I also didn't see any 9.2 consoles, rather them on firmware <9.0. It's not a issue, but you can easily update it to 9.0 so you can coldboot cfw (or install a9lh)

9.0-9.2 is the glory zone for cfw. But anything lower than 9.3 can get cfw, either through MSET, spider, or other means. It's recommended to go through the entire arm9loaderhax guide https://github.com/Plailect/Guide/wiki to install arm9loaderhax so you can keep your sysNAND updated, and run hacks the second you boot your 3DS. If you're uneasy about following it, just follow this guide to https://github.com/Plailect/Guide/wiki/Get-Started-(Old-3DS---EUR) to update/downgrade 9.2 and install menuhax for your DS.
