ROM Hack Bug in smash ultimate editor or the game itself?

When ever I unlock all the spirits via the Ultimate Smasher editor, I get all 1297 spirits in my inventory but in my stats It says I own 124 more, (1421 Total) Is this normal even with the means of getting them legitimately? Is is a bug? Who is to blame, the editor program, or the game itself?

But most importantly, is there any way to fix this?

If you're modifying data that's not intended to be handled by 3rd party tools then it's probably the tool's fault.

If you want to fix it you can probably find the offset in your save where that number is changed and set it manually (though there might be crc checks that need modified too), or look at the source code of the tool and see how it does it.
