Homebrew Braindump Luma Payload (Or Alternative)?

Title says it all - I generally dont like having HBL cia etc on my Luma 3DS since its basically obsolete.

Is there any alternative that can be used as a .bin file for the same function?

Decrypt9 dumps a fully decrypted 3DS rom if memory serves, so you can just extract all the files you need without Xorpads or anything.

Errrrrm... I think Decrypt9 has an option to decrypt an actual CIA file, but not one that's installed. Though I've never really needed to do the latter, so I'm not so well informed.
