Just install 16.1.0, use Daybreak to downgrade.

Yes, by downgrading you risk ban, especially since the fuses most likely are wrong

Downgrading is just dangerous, just be patient. It shouldn't take too long for people to make sigpatches.

If the console is not using cfw then your fuse count won't allow you to boot a lower firmware without using cfw. If you are concerned about that then don't downgrade.

I would create an emummc from your sysmmc and once your have setup a emummc cfw then I would downgrade the emummc. That way you can play games in emummc without downgrading sysmmc

create virtual emummc on microsd 17.0.0 and downgrade them. use exosphere with blank_emummc prof info to reset the serial number and live peacefully both online and offline
 
I saw the rentry guide, but how do you only downgrade emummc?
When using Daybreak you upgrade/downgrade the mmc you have booted into. So boot into emummc, run Daybreak then you will downgrade emummc

But sigpatches have been released for 17.0.0 so most things should work on the latest version now. So you might not have to downgrade.
