Hardware boot9strap problems read description

Hello guys i buyed a "broken" 3ds xl This console has the blue light problem. The think is thath when i create the folder boot9strap and i insert the sd in the console when i put it out they has 3 files that i never seen before !
i add a photo about when someone had the problem please help Thanks

the file are otp.bin boot11 and boot9 that compares after i insert the card
