This happened to me once and it took me some time to figure out but all I had to do was reinsert the flashcard. If turning your 3DS on without any game inserted don't solve your problem, some other solution on this page might help you:

Does the blue light stay on, or does the blue light turn off after a second? Either way, delete boot.firm from the root of your SD card, redownload the latest Luma3DS, and put the boot.firm onto the root of your SD card. What happens?
