I'm working on v1.3 from Ironhax.

My folder looks like that:

Pretty obvious why it's not working; the border.bmp is in your 3ds folder, not on the root of the card.

I has to be one level up, at the same level as the initial "3DS" folder and the boot.3DSX -> at the first level of your SD card "the root"
