if you remember, I once reported a bug on ProjectPokemon in the save editor for PMD: Rescue Team Blue concerning the fact that you can't add additional moves to a Pokemon's moveset (meaning you can't give it a fourth move if it only knows three in the game). Have you looked into this since then?

Sorry for the late reply. I just fixed this in the most recent commit. It will be a while before I can make a full release, but in the mean time, here's a link to the latest build. It should work fine for Red/Blue rescue team, but there are some unfinished features for Explorers editing.

If you have any more feedback for save editing, please use this thread instead. The current thread is intended for the ROM Editor plugin.
