The stock app that comes with your phone should do a great job on its own...
If you're talking about something visually appealing, and you're not on an HTC device, I would've recommended Beautiful Widgets, but that isn't free. Go Weather is a great looking, free, alternative to that.

The Weather Channel and WeatherBug are the 2 most popular weather apps that I know. There are many other apps (including elements of HTC Sense, such as the big clock widget with the weather and temperature underneath) that use one or the other to power their weather updates.
