Hacking Best way to transfer ９．２－U O3DS to ９．２－J N3DS with region change?

Is there a way to transfer from one 3ds to other with different region, keeping everything like secureinfo_a, friendslist, nnid, streetpasses, etc?

As far as I know, not really. It's one thing to bypass regionlock, it's another to convert to another region I believe.
