Gaming Best passively-cooled card?

I did a litle test and it seems that my graphic card is making the most noise, and since I don't game much I want to downgrade.

Whats the card that doesn't use a fan? Would it be 8400GS? If so, should I wait for 9400/9300 series?
 
There was a Geforce 7950GT with passive cooling made by XFX

Well, I'm in a dilemma, and without going into why, please only post graphic cards that are powered only by the PCIx16 slot. Which is why I stated 8400GS, I'm trying to cut down on power usage (since its a bitch to upgrade my PSU, but I'll do it some day.

I remember seeing that there was a passively cooled HD3000 ATI card... forgot which model though... I think it was an HD3850. But since you don't game much, probably a passively cooled 8600 would do (if they exist), although a passively cooled ATI HD3000 card would do much better in terms of performance and value.
