Homebrew Banned and updated

Not sure if this is the right place to post this.

I gave my little brother my 3DS to play while I was away, when I came back he updated the firmware to 11.8, when he called me to "ask" I told him not to so it, he already did by then and reset to factory thus erasing all my SD card (thinking he would reverse the firmware)

I need to reinstall FBI, Free shop, etc. But when I tried to download a DSiware game but it seems my console is banned.

Any way I can go around this?

That is a console and cert ban. Tho, you dont need a game to reinstall everything. You cannot wipe cfw THAT easy. Its written to the guts of the 3ds with files on the sd card to make them work. Check out https://3ds.hacks.guide/finalizing-setup for getting the files back that are missing.

If you don't have your saves backed up and haven't touched the SD card yet, you might be able to recover them. This post has a reference list of what to do:

Download on your computer, copy to SD. You can't download on the 3DS anymore except through eShop.
