As for help, on the other forum you posted this on, a guy said it looks like you soldered the wire to the wrong leg on the IC chip.

i wish i could install a modchip that well. IS THIS FALSE ADVERTISING? Install a wiikey and your wii turns into a hot chick?

as for your installation. check those legs again (on the chip). You might have made a incredibly small bridge...

Yeah, to me it looks like the wire is soldered to leg 4, instead of leg 5(where it needs to be). If thats the case, solder it to the correct leg, and it should work.
