Gene codes offset is 8EDC8 in the save. And you don't really need even that much. I'm pretty sure you can max out all the legions with less than 100k.

To find the save you wish to edit, it's a bit of a chore, since the game saves rotation-ally. What I do is buy/sell some stuff, then save at a PC and make note of the exact money I have, then open all the saves ending in a number and find that value with an integer search. Only one file should have the correct number, and that's the file you edit.

You can tell which save is used by looking at GameData.dat.

0x08: Slot that is in progress.
0x00000000 Slot A
0x00000001 Slot B

0x0c: Inactive slot file. If Slot A is in progress, this will be Slot B's file. If Slot B, this will be Slot A's file.
0x1c: Active slot file. If Slot A is in progress, this will be Slot A's file. If Slot B, this will be Slot B's file.

Not all, but any that are associated with orders, yes. Some customizations are found elsewhere in the game, such as Lappy's stuff being gained through sidequests.

This is all I've found. And it's still not perfect. I still haven't had the time to go back and edit the main post with a group of bytes and where exactly to place them for the orders.

No save editors that I've seen.

That's an order unlock. I have it on my save just from editing and collecting rewards.

Just FYI, max money isn't helpful when searching, and is why I said to sell/buy something then save. 3/4 of your saves had max money. Luckily, I have other methods of finding which save is the latest, it's just a pain. Here ya go.
