I am lost...

I followed the Palect guide when I installed A9LH and Luma. I don't have Emunand9 on my N3DS. Can I still create an EmuNAND? If yes, how do I go about doing it? My System is on 11.2 I think...

Try using search (Google or This Site Search Option) for once. The keyword is "Emunand9".
3DS Bible won't cover GW and creating EmuNAND parts because A9LH allow more safe way to pirate + EmuNAND isn't need anymore, unless you want to use it.
So you need to search for other guide yourself.

Exactly. This is why it's a bad idea to use anything other than the approved Luma and a9lh if you're not capable of doing the reading and research to make it work. People are happy to answer questions on the approved methods but if you insist on using something less usual then it's expected you will take care of yourself.
