I do not know of any programs but I would be looking towards the saves. Assuming the compression, if any, does not trouble you too much it should not be hard to import using a standard tile editor.
Do a dot (or something you want) at the sprite you want, then do the AI, etcetera.
Then use miotool and open the save, export the microgame you want, then use mioedit to import the sprites. Then save.
