Hardware Any way to remove the browser filter?

Hi all. I just realized yesterday that I can watch youtube 3D videos on my New 3DS LL. I am so excited until I saw the browser filter. WHAT??!! I need to pay 30 yen (Yes, a Japanese 3DS) to fully unlock my 3DS browser??? Okay. It's only 30 yen, I don't mind, I want 3D videos. Then, it says I need to update to the latest firmware to pay. WHAT???!!! Gosh. I just want to watch some 3D youtube videos.

EMUNAND for N3DS can only go up to 9.5, which means I still can't pay to unlock my browser. Is there any way to unlock it?

Perhaps you can use firmware spoofing?
I've heard that can be done with NTR.
But perhaps it can also be done easier, no idea.
