not yet. but TWLoader seems promising, but it can't play retail roms yet

Nope. Devs are working on some way to load NDS ROMs from the 3DS's SD, but nothing has been released yet. So as for now, you need a flashcart

As you should probably, already know. Flashcarts are dirt cheap anyway.
