Why is it, that whenever I load a cheat code in Ocarina for Animal Crossing: City Folk, it changes my date back to January 1st, 2000, or 2001? I don't want to ruin my town.

Use the newest Gecko OS, which includes Ocarina.

Solution: Don't use Ocarina

isn't that what one of the ocarina codes lets you do, change the year with the d-pad or something?

Use the new Gecko OS with Rebooter, turn codes on and press B. This should sort out your problem.
