They already get a bagillion dollars on map packs and the games themselves.
This is probably because Activision gets pissy over Xbox Live. Basically they think they're the center of the universe and people only use Xbox Live to play Call of Duty... Sadly this is true for a good portion of people but it's still stupid for those who don't (like me). Pay-to-play on home consoles is fading out. Sure there will be payed services on consoles but they'll be more like PSN+ probably, which just gives you some bonuses but isn't required for online play.
Activision are greedy bastards though so I wouldn't be surprised if they did this. Although they'd get some horrific backlash from it.
