Within digital logic there is the concept of edges, negative edge and positive edge and sometimes termed as falling edge and rising edge. Depending upon the interactions of components you can then have multiple concepts despite binary quite literally meaning and being two states.
What you are witnessing is the meeting and melding of an accepted, if scientifically inaccurate, common definition and a more formal one. It is troublesome when it happens but somewhat ironically it is done for the sake of clarity.
