Hacking Am I missing something?

I wanted to update to preloader v0.27, so i ran the system hacks remover first. i then installed preloader, but when i go to systemhacks, only 4 hacks are shown. There are a lot more in the hacks.ini file, but only 4 are showing? Any advice?

im on NTSC. Value is at 258.

No it 289/NTSC 290/PAL.
Look on the preloader v.27 tread there are better ones there.
As a matter or fact I post a flawless 289/NTSC on it.

290 = Europe
289 = USA
258 = Japan
