it still does not load even with resetting the save data and copying the files again.

Had the exact same issue, go to this page on your 3ds and click the link you provided. That should work

it starts to load, bottom screen does a super quick flash and it frozen.

Try this, taken straight from Plailect's troubleshooting guide
SafeA9LHInstaller shows a glitched screen
This happens occasionally, but the reason is unknown. The buttons will still work, but the screen will be glitched looking

1. Follow instructions as normal
   1. Press (Select) and arm9loaderhax will be installed
   2. The console will reboot
      • If the console does not reboot, wait 10 seconds, then power off your 3DS by holding down the power button

ive had the glitched screen on another 3ds and this isnt it. its stays white. each time ive been pressing select multiple times and waiting then shutting down to no avail

booting is fine. plus how will it install without the sd. ill boot without it and put it in after its on and see if it works

turns out paliect left our the arm9 and arm11.bin files that are essential to load the exploit. gj

After going back to Step 6, I had the files just fine and continued the guide. I had no issues after that. It was an error on my part, not the guide's fault.

  • New 3DS Compatible Release
  • Old 3DS or 2DS Compatible Release

The 2ds release has the arm files needed guess you overlooked it
