Homebrew A program that can write about how execute cheats

I have searched about a program that you can write how execute X cheat for NTR CFW. For example, I want see how have infinite rupees in Zelda when I put the "cheat" in "plugin" directory.

What do I want say? I want see IN-GAME how execute the cheat (for example, in screen "infinite rupees: Start + X)". In the NTR menu for example.

I found this program: CheatListKey http://tieba.baidu.com/p/3829349791 but it is in perfect chinese and the program do not see correctly in computers no-chinese. Also, the program have a too much "errors", for example:

Is obligatory put the region in the file, the autor of the cheat and the ID of the game, when this is only a text file in .plg compressed, also add "CKL" before the name in the NTR menu...

Well... anyone could help me? if say me how create the plugin in C for put text as CheatKeyList, it would be perfect

I got what I wanted, but it is to edit with Notepad++ the resulting file of CheatKeyList and is a nuisance:
