That's entirely up to you. However, if I were you, I wouldn't package all of the files with the release because it makes the release itself rather cumbersome. Make the tool download the files, and then put them in the proper location.

The new version should update to b9s and have all regions! The new version will be 2.0 and before that there will be a 1.1 or if you see this there is no 1.1 but 2.0 soon hehe
