So i haven'y used my 3ds in a while and saw that there's a new update, so i check online and i see somewhere that all i need to do is go to luma updater and update and then update my system. I go and update to the latest stable build of luma and when i try to turn my 3ds back on it doesn't. The light indicator shows up for a second and then disappears.

You probably have A9LH still, you need to upgrade to B9S to use newer versions of Luma.

Edit: Follow this.

Im very sure I upgraded to B9S sometime ago but ill give it a try and update. In the mean time, i'd still like to hear any other possible solutions. Thank You though.

Your welcome. If your Luma version was prior to 7.1 (i.e. you didn't update since before May 20th) then you are still using A9LH.

So I know it's been a long time now but I've only now gotten around to doing this. I checked and I did install B9S and I attempted to reinstall only to be stopped by the fact that I can't actually power on my 3DS. I can't exactly recall what version Luma or B9S I had but if anyone knows how to check only using the system files then I'll be glad to look. As far as I'm concerned, I'd just like to boot up the system to transfer my saves to a new system as I already had a broken top screen anyway so I'll just be getting another 3DS anyways. Here's a better retelling of what happened as far as I can remember:
I was trying to play Animal Crossing online when I noticed I needed an firmware update to go online. I check on Google to see if it's safe to update as I didn't want to just do a system update and accidentally brick my system if I needed to do something else before updating. I check online and I see somewhere that I should just use Luma Updater to update Luma and then update my firmware. I go to update Luma using the Luma Updater and I believe I selected the latest stable build to update to and when the system attempts to restart, it doesn't. The LED Power Indicator lights up blue for a second then disappears and the system doesn't power on. I believe I was running firmware 11.5.0-38U and required an update to 11.6.0-39U.
I'll be trying to keep an eye out on this thread frequently now so any and all help is very much appreciated and I'll be happy to answer any questions to help solve this issue.

Check you've got the latest Luma 9.0 release on your sd card, I'd advise a manual download to do so

The boot.firm file on the root

The thing is when I power it on it just immediately shuts off so there's no way to access the Luma configuration. I'm not able to test my 3DS right now but when I can I'll replace boot.firm with the latest one and see how far I can get, until then do you have any other suggestions.
