I bought one to charge 2DS on my notebook USB, It's safe ?

Yes, it's safe. That's just a cable :)


Details:
  • 2DS & 3DS official chargers are providing 4.6V / 0.9A.
  • USB devices (Chargers, PC...) are providing 5V which is within operational tolerance.
Be aware that certain USB2.0 devices are only supplying 0.5A, which could make your console charge a bit slower. USB3.0 minimum amperage would be 0.9A. Do not be afraid to use a charger supplying more amps, your console will use what's needed.

I noticed that using this USB recharge time is lower, 4h using original DSI charge and 2h using usb cable

This is normal ? I found a little strange that

It's normal. Your question was about safety, it's safe.
USB2 supports 0.5 amps, which means that it's providing only half of the max amps what the 2DS would accept. Hence the fact that the console's charge time is multiplied by 2.
