Hey guys. I'm about to purchase a 3ds, but the seller says the console doesn't read any modules. Will I be able to homebrew it and play games from sd card?

All you need for installing custom firmware is a working SD reader. The cartridge reader is not needed. Refer to the guide:

Note that you can’t use the “ntrboot” method as it requires starting from a cartridge.
  • 3DS software (.cia files) can be installed on the SD
  • DSiWare (.cia files) can be installed to the internal NAND
  • Most DS games (.nds files) can be played from SD with TWiLight Menu++
On the New 3DS(XL) replacing the game cartridge reader is relatively easy. On the old models it requires good soldering skills.

i used the word 'modules' because the seller also used that word, i thought you guys would have more information on what the fuck exactly that is, because i didn't know aswell. i guess i'm buying it then!

If the seller doesnt know shit about the 3ds id be worried they done something to really fuck the console.
 
well, it's probably worded weirdly because the listing is in german and the dude selling it is a reseller so its fair
if anything the ntrboot should work if you got the preflashed cart. if by chance ya even need it. Just sounds weird with it worded that way.

Listing is in German language? That explains everything. "Spielmodul" (literally "game module") is a common German term for a ROM cartridge.
In case the game cart reader is broken, ntrboot will NOT work because it uses a cartridge.

That makes sense. I still have other ways to install cfw and homebrew right? tbh i'm really not experienced in 3ds modding, i've only had a wii yet and I just recently thought about buying a ds

Normally yes.
On lower firmware version ≤ 11.3 there is Soundhax followed by some other exploits.
On firmware ≥ 11.4 you can update to the latest 11.10 version and use Frogminer/Fredminer.

For using the *miner methods the DS(i) mode must be working.
