Homebrew 3DS Roms & Cheating: HOW?

I was ever so curious, can one "hack" a 3DS Rom by inputting the right software? Basically, I was wondering if a Rom can be used with a Plugin? Please help me???

Ah! So that’s a yes then? If I have a CIA of say, Fossil Fighters Frontier and use Ntr Bootloader, I can cheat through it?
