Homebrew 3DS Rom JUET? (Not E, U, J, W etc)

Kirby Planet Robobot's official eShop CIA is named as: Kirby Planet Robobot (CTR-P-AT3A) (JUET)
This is the first time ive seen a region release code as anything but E, U, J or W (RF).
On the eshop it was noted as an EUR release.
Is this some kind of Expanded EUR release?
EDIT: I know that it means: Japan,United States,Europe,Taiwan.

This happened with Kirby and some other games like main Pokémon titles because the data to those games are the same for every region, the only difference being region checking in the cartridge versions.
If you search for Kirby Roboplanet at http://www.3dsdb.com/ you'll see that they have the same serial and titleID for Euro, Japanese and USA regions.

Yes but Pokemon ones have (W) which is Region Free.
Whereas this one has JUET. So your saying, W ones are essentially 100% region unlocked on carts.
But JUET is W but carts ARE region locked?

Unfortunately AFAIK pokémon games are region locked too on cartridges. I dunno why Kirby Roboplanet is catalogued as JUET as opposed to W (maybe it lacks support to Korean and China regions?).

Thats possible. But why would that be the case? Kinda stupid
