It's a simple fact of hardware specifications.
The 3DS is a different and much more powerful machine than a DS or DSi.
In the same way that you can't expect a PS2 game to run on a PSX, or a PS3 game to run on a PS2, games developed for the 3DS can not be expected to run on the DSi or DS.
At least Nintendo have included backwards compatibility so that DS and DSi games can be played on the 3DS. That's more than you get with some console generation gaps.
Sorry, just noticed that the bit I originally quoted asked "why can't the 3DS play DS games?", which it can.
But in another section of your post you said "So I stumbled my way to this forum, to find a similar question asked, namely, can you play 3ds games on a DS"
Seems you either made a typo in one place or the other, or you're a bit confused about what you're asking.
To clarify:
The new device, called the 3DS, can play the games that are made for it,
and the games that were made for the previous devices called the DS and the DSi.
Those old devices (DS and DSi) however, can not play the games made for the new device (3DS), which is no shock to most people with any experience in the workings of consumer electronic devices, or anyone who stops and thinks about it for a moment or two.
