Homebrew 3DS Editing the Home Menu applets on the top of the screen

been poking around for a bit and I'm wondering why there's no way to swap out the upper micro apps with stuff you download! or how there's seemingly no way to hold down on a app in edit mode and delete it without having to swap to settings first!

with everything now HB exclusive with the notes being useless and miiverse getting canned before the 3DS ever lost its place on the Nintendo radar?

it's just weird that there isn't a way on console to simply move them around and shove them into a folder and put your fave apps up there instead!
I'd put NitroHax and Universal text editor and invMrg3ds and 3DS spinner up there right away since I'll be using them alot!

I know some smart person figured it out for a PC program and that's super impressive! but I'm wondering if anyone has experimented on swapping the placement of these things in system?
 
(tid means title id)
maybe you can install a cia with the same tid or a cia the forwards to the app like uni upd on internet broswer by using a app the uses the internet browser tid the app launched uni upd tid
