Homebrew 3DS Badges without NNID

I got a Japanese 3ds and performed a region switch. I ended up getting GYOB so I could have badges without a NNID. However I realized that the button to place badges wasn't there. Is there anyway to turn it on without badge arcade? I'm also realizing this is going to be an issue once the NNID and eShops close for good.

Is your 3DS on firmware version 11.15?

That's probably not going to happen anytime soon, even though you won't be able to make new purchases after March.
