Actually, GBC games got up to 8MB in size shockingly. Only one or two reached that size, but there were a fair few 4MB games as well (Rayman, DKC, Shantae). And to my knowledge, there were about 3 of those GBA video cartridges that used a 64MB cartridge. The Shrek movies and Shark Tale were on it. They were never dumped apparently due to the dumping tools not supporting larger than 32MB though. And they don't really count as real games either. Spot on everywhere else.
Ontopic though, i think it fair that we'll see some 1GB 3DS games. Gamecube games are generally about 1.35GB in size. If the rumors are true about 3DS being similar in power to a Gamecube, around 1GB should be plenty of space. I don't think many developers will have much to complain about with that size, as long as they don't go overboard with the voices and videos.
Back to the original post though, filesize has little to do with how big polygonal games are. Like someone said, Mario 64 DS was on a 16MB card, Kingdom Hearts DS was on a 256MB DS card. KH has some better graphics, but the only real factor with the filesize was easily the huge array of playable characters and unique battle styles, as well as the fully voiced high quality video (which amounts to around 50 minutes in length when you put it all together). Pretty meaty game KHDS was. It was an RPG to boot, so the gameplay wasn't just jump and run. There were over 13 playable characters, and every one had a completely different fighting style when equipped with a different weapon, of which there are dozens of. So you can imagine how much space that took up. Far more than Mario 64 DS' simple animations. And of course, KH had better animation overall, with dynamic lighting and all the neat stuff.
