tried it but when it got to loading up the website it keeps giving a black screen saying it needs restart
Forgive me if I misunderstood, but the website provided above should be opened on your computer, not the 3DS. That guide will show you the exploits available to you, and it will walk you through them. You can also change the language in the top-right.

Make sure you put all of the required files on the SD card correctly, and follow the troubleshooting guide provided in the guide for the browser exploit if it still doesn't work.

cleared all the data from the browser double checked the files everything is setup correct

Is the SD card formatted as FAT32? Have you tried another SD card?

The "SafeB9SInstaller" file seems to have the wrong name (missing .bin extension). Do you have file extensions enabled in your Windows file manager to avoid confusing the file extensions?

Seems so. One bin file with extension (arm11code.bin), one without (SafeB9SInstaller). That is strange.

Why does Windows hide extensions by default? That makes no sense.
 
yea idk why windows hid the .bin on the safeb9installer but yes it is safeb9installer.bin on the card and yes it is formatted to fat32

If windows hides the .bin on SafeB9SIstaller but not on arm11code.bin, are you sure the other file is not named "arm11code.bin.bin"?
