I tried to look for solutions but can't find any. So I removed CFW and put it back to stock as I was planning to sell my 2DS, was able to do so, but then I formatted the SD card. Big mistake, unit won't boot anymore an has a flashing blue light. Tried to the the L, UP, R, A and power but doesn't do anything. Is this a goner?

If the light comes on then goes off you didn't remove CFW and just need boot.firm on the root of your SD card. If you want to uninstall CFW follow https://3ds.hacks.guide/uninstall-cfw and don't skip the safety checks.

I was able to remove the CFW as the version display is 11.9.0.42U rather than SYS 11.9.0.42U
Didn't you say the light goes on then off? That means you have CFW but missing boot.firm. A brick would have a permanent blue light. You probably just changed the luma settings to not show in system settings.
