    Are you sure it's not atmospheric noise? I read a review of the game that mentions the wii remote acts as the radio in this game so it crackles and pops like a radio, is used like a cell phone, etc. Maybe it's intentional by design of the game... not that that'd explain it happening in multiple...

    I haven't actually tested the cheats themselves but I just tested out the creation of .gct files and it seems to be working fine. I dunno what else to say. Sorry.

    No. You need to select which cheats to enable on the individual game's settings and then a .gct file should be generated in the sd:/codes/ folder with the title of the game's ID. You should be able to play your game with cheats after that (make sure Ocarina is enabled for that game/globally)...

    Theoretically, ever since the rules of engagement were drafted for your country and its army. Also, the Geneva Convention has some rules in it. But its all kind of moot because private armies/non-uniform combatants(a.k.a. 'terrorists') aren't exactly bound by either of these.
