Homebrew How hard would it be to program a board game?

Hardware RawDump 2.0 on unsupported drive
I tried RawDump on my desktop's Plextor. Wii discs are, of course, not recognized. Does any one know of a Carnival King Emulator? I don't think it's been MAME'd yet. Its a 2002 carnival shooter by Incredible Technologies. It's everything Carnival Games is not.
