    The Jubei from Ninja Scroll (in this case the far inferior series) was more of a throwback to one of my first avatars. There was a thread that saw me change it if you want to go find that. This is another old one I found when going through an old hard drive, one of several I found. Also no, avatars still blocked by my ad blocker.

    I saw a question from way back in 2018 or 19. I'm answering this as it had no replies then. This is true, and has been in place even in the 70's. It was because people tend to dump their oil on the land [contaminating the water], and sometimes [well most the times] leaving the shell of the car on the property [creating an undignified site to the neighborhood]. Thus the law to stop it.
